Male, born in February, 1966, professor Cui received a doctor's degree from the department of Wuhan University of Hydraulic and Electric Engineering in 1999.

The main research areas of professor Cui: theory and technology of water saving irrigation, optimal planning and management of water resources system, modernization management of irrigation and drainage systems, decision support system of irrigation water management; Comprehensive evaluation on the irrigation area.

Professor Cui has published more than 200 academic papers, among which 40 are included in the three retrieval, written 2 monographs, participated in 4 monographs, and participated as a major editor in 2 ministry specifications.

He has presided over 25 projects, such as the National Natural Science Foundation of China, international agricultural research funds, "863" plan, and doctoral funds.

Professor Cui has received various provincial or ministerial level science and technology awards 21 times, among which the national second prize once, at the provincial or ministerial level the first prize 3 times, second prize 5 times and third prize twice.

He is also awarded with the government subsidies of the state council, included in the new century talents program of the ministry of education and awarded with outstanding youth prize of China Water Conservancy Society.

He has put forward water production function model suitable for Chinese northern and southern typical types of rice; put forward research theory and method on the space and time variation of crop water production function and has achieved system results on space and time variation of rice water production function; put forward the principle and method for determining the optimal irrigation system and optimal water allocation for various kinds of crops irrigation under different water resource conditions; put forward water-saving and high-yield integrated technology of irrigation and fertilization for rice; put forward the concept of scale effect of water-saving irrigation, and proposed the corresponding water-saving irrigation strategy on different scales according to the results of scale effect study; researched and developed decision support system of irrigation water real-time configuration  and contributed to its widespread application.

Professor Cui is invited to institutes such as the United States, Switzerland, Australia, the international rice research institute for cooperation research and visit, and he has successively presided over or taken part in international cooperation projects for six times, chaired international seminars for three times.
His main academic part-time positions: an editorial board member of Transactions of the Chinese Society of Agricultural Engineering and
Water Saving Irrigation, a member of the American society of agricultural and biological engineering (ASABE), a member of agricultural soil and water conservation engineering professional committee of the Chinese society of agricultural engineering; a member of the technical committee of Ministry of Water Resources irrigation experiment master station; and a science technology consultant in Ji’an, Jiangxi province.
